Luis O. Millan is the Founder and Chief Executive Officer of Horizon Build Group Inc., a company dedicated to delivering high-quality general contracting and construction solutions across Puerto Rico.
With years of experience working in the biopharmaceutical industry, Luis gained valuable expertise in highly regulated environments where precision, compliance, and safety are essential. His background in GMP-regulated facilities gives him a unique advantage in managing construction, electrical, and infrastructure projects that must meet strict industry standards.
As a General Contractor, Luis integrates the discipline learned in the biopharma sector with modern construction practices, ensuring that every project—whether residential, commercial, or industrial—is executed with excellence, transparency, and reliability.
His leadership combines technical knowledge in electrical systems, fiber-optic installation, automation/PLC integration, and renewable energy with strong project management and quality-control principles.
